Well, I didn't know that...
Here in the UK, the Equality Act states that, legally:

(a) “religion” means any religion,
(b) “belief” means any religious or philosophical belief,
(c) a reference to religion includes a reference to lack of religion, and
(d) a reference to belief includes a reference to lack of belief.

Yes.

I'm guessing that it helps prevent religious discrimination against agnostics and atheists, but I don't know.

Well, that's the weird thing. It'd be shit if someone didn't get a job due to lack of belief (except maybe a Vicar), but lumping it together with religious persecution seems a bit odd. Still, nice to know it's there.

I dunno. How would you prevent someone being persecuted for their lack in a belief in a God? If they are being persecuted for said lack of belief, they are still being persecuted for religious reasons, it's just that the religion in question is that of the persecuter rather than the persecutee. Hence any protection of religious beliefs must also protect a lack of belief.
